Small wonder that the Articles of Impeachment accuse the Governor of "undermin[ing] the integrity of his office," "bringing disrepute on the Governorship," "betray[ing] the trust of those he swore to serve," and "act[ing] in a manner subversive to the rule of law and justice, to the manifest injury of the people of the Commonwealth of the Northern Marina Islands."

In consequence of this conduct, the Articles of Impeachment call for "impeachment and trial, and removal from office and disqualification to hold and enjoy any office of honor or trust of the Commonwealth of the Northern Mariana Islands."
